Governmental Assistance in Stabilizing Wholesale Produce Markets and Regulation of Terminal Yards
The grower of fruits and vegetables is engaged in a specialized manufacturing business, but, unlike any other line of manufacturing business, there is no provision made to sell the product to the consumer. That is, there is no organized effort made to see that full efficiency is secured; that every prospective purchaser is reached and that the natural law of supply and demand is permitted to govern. And, as the distance between the grower and consumer is so great, much inefficiency results in selling - or really a lack of selling - on account of not having a full and comprehensive understanding of the conditions and needs of the business at points of consumption. The individualism of the business also prevents the expenditure of the necessary money to properly investigate. The wholesalers also feel that they are not justified in going beyond a certain point as then the benefits revert to the grower and not to them.
