This is an inquiry in the social sciences. Its focus is on a problem which falls athwart the disciplines of economics and political science and which embraces such seemingly disparate specialties as labor economics, public administration, public opinion, and semantics.The problem, in quick summary, is to assess the uses and limitations of so-called fact-finding boards as devices for federal intervention in critical labor disputes threatening the health and welfare of the people.
