Technical Assistance is by no means a new conception, but is as old as our civilization. When Alexander the Great built the port of Alexandria to support his conquests, he furnished technical assistance to Egypt in the process. This undoubtedly was the last motive to enter his mind, if, indeed, it occurred to him at all.
