Decision-Making and the Action Process in the Department of State

The underlying assumption upon which this study is based is that the operations of a public organization represent an action system in pursuit of purposes produced, sustained and governed by a dynamic environment. This study is, of course, directed specifically toward the processes surrounding the making of decisions and the taking of action within the United States Department of State, within its own political environment.
