The hypothesis of this thesis is that an understanding of politics and policy as related to higher education is a vital component of successfully establishing and maintaining programs in the performing arts and that this is an important area of research that has been neglected. The research involved analyzing approval of dance graduate programs at The American University, Washington D.C. and at the University of Maryland at College Park. Also analyzed was the approval of a graduate program in theater in Tel Aviv University, Israel. The author's goal was to develop a basis for establishing a graduate dance program in an Israeli university. In this context the system of higher education in Israel was analyzed.
