The term political or psychological warfare has been loosely applied to the aggressive use of a wide range of essentially non-military instruments of foreign policy. These instruments range from overt political and economic pressure, aggressive action through international agencies such as the United Nations and its affiliated organizations, the use of political parties, and trade unions and similar groups as "organizational Weapons," to such clandestine activities as political assassination, and the training, arming and disposition of spies, saboteurs and guerrillas for the purpose of carrying on subversive or revolutionary movements.
