The civil conflict literature explains the emergence and longevity of rebel movements by describing the structural factors in states coincident to conflict onset and extended conflict duration. In Uganda, the Lord's Resistance Army rebellion is in its third decade of existence and while the conflict literature provides some insight into the origins and endurance of the rebellion, the literature does not explain the responses of the government of Uganda to the rebellion. Instead, the actions and intentions of the Ugandan government are best explained by Uganda's status as an electoral authoritarian regime.
