The primary concern of this thesis is an investigation of the changes that have occurred in Baltimore's housing situation from 1940 to 1950, and the reasons for those changes. In the process of this investigation two important subsidiary problems emerge. One is the usefulness and limitations of available housing data in making the above analysis. A critical appraisal of such data as Census and other survey terminology, concepts and procedures; of building permit data; of housing market data obtained from a variety of other sources becomes necessary.
