The main objective of this thesis is to develop an automated support for the Goal Question Metric (GQM) approach in order to promote its effective use. The GQM approach supports goal-oriented measurements of software projects. It has been used successfully in industry to improve project development in terms of goal-setting, tracking and assessment. The automated support for GQM is an Intranet system that has a relational database as a common repository of information. The Intranet offers advantages for an organization that include platform independence, ease-of-use, and a minimal learning curve, among others. The Intranet developed in this work supports goal setting and tracking primarily at the project level. It provides the organization an effective means for using GQM to improve quality, time-to-market, product, and resource use.
