After Germany surrendered in 1945, four nations in four separate zones, began their agreed upon task of assisting Germans to reconstruct their lives on a democratic and peaceful basis. In the United States Zone, where there were approximately seventeen million natives, U.S. Military Government was charged with "general surveillance over all German internal affairs, operating increasingly through approved German administrative agencies and personnel.".
