Application of Audio-Visual Aids to Secondary Education in Formosa: Problems and Possibilities

One of the distinguishing characteristics of the underdeveloped countries is the low rate of literacy. The low level of literacy that exists among the people, the general scarcity of paper, the general lack of a national language understood by all people suggest the early emphasis should be on pictorial forms of communication. it is also generally recognized that the establishment of a national system of communication whereby the government can speak to all its people and the people in turn can speak to the government is basic in any program to develop a sense of national unity.
