An Inquiry Into the Location of Authority and Responsibility for Territorial Administration in the Federal Government

I. THE STUDYPurpose of the StudyThe purpose of this study is to conduct an inquiry into the location of authority and responsibility for territorial administration in the Federal government. In making this study, the author has used for his working hypothesis the assumption that some Federal agency or agencies, authority or authorities, represent the Federal government in the administration of United States territories, and in so doing, exercises a significant role in the territorial governing process.
