This thesis is primarily concerned with an investigation of the reasons underlying the refusal of the American government to recognize the Baltic States, Estonia, Latvia, and Lithuania, from 1918 to 1922. The story of the diplomatic recognition of the Baltic States, however, did not end in 1922 when the American government, as the last of the great powers to do so, extended recognition de jure to these three small republics.
