Administration of the national employment security programs: centralization or decentralization
Research involved in this presentation analyses various administrative procedures of the Employment Security Program. Special emphasis is placed upon the functioning of Employment Security as it has been administrated at both the Federal and State levels of operation. Consideration is made of some activities sponsored by the Program. These include: (a) improvement of the quality of employment counseling through the utilisation of modern facilities, (b) the challenge presented by veterans to the placement aspect of the service, and (c) efforts which have been developed to cope with the problem of handicapped workers. This study includes a general analysis of over-all administrative operations of the Program of Employment Security by the States and Territories of the United States. An evaluation of the Indiana Employment Security Division, as an example of a specific State's operation, is also included.
