Administration of the appropriation service-wide operations under the performance budget of the Department of the Navy

The Department of the Navy has submitted a budget on a performance basis for the first time in fiscal year 1951. However, the organization and procedure which will be required for the administration of this type of budget has by no means been crystalized to date, particularly with reference to the appropriation to which this paper pertains. In this study an attempt has been made to outline briefly the approach which the Navy used in establishing its performance budget, and more specifically the appropriated Service-wide Operations with a view toward documenting this action for future reference as well as to clarify the issues involved, and thereby test the validity of the Navy's concept of the performance budget.
