Beginning in 1946 and continuing at intervals to the present time, the railroads have been the subject of much criticism from various sources due to their inability to entirely meet the demands of the shipping public. This survey treats the subject of car shortages generally, covering a definition of car shortage, the reasons for car shortages, the reasons for changes in demand for freight cars, the history of the freight car supply, and the method of distributing the supply to meet changes in demand.
