A study of the civil service system in Iraq

Iraq has stepped forward not only in the field of economy and politics, but in adopting a civil service system in which the career and merit systems work together. All the Iraqi governments have avoided the spoils system. The present system, which is the subject of this thesis, is not ideal or even one of the best systems. But considering the country's circumstances and its youth, the said system is regarded as a big step forward to a better future.
