The work and structure of the Labor Office offers a wide field for useful study, but for the purpose of the present investigation it is of interest only where its work has to do with the making, enforcing, etc., of the conventions. It is employed at all times in collecting information in connection with the questionnaire or first draft of the conventions of receiving and digesting replies and preparing a draft from the digests. These studies deal either with international problems arising out of extraordinary and passing circumstances, or of problems which it is through will in future be the subject of legislation, or of problems which have been dealt with by conventions and may come up for revision or modification in the future.
