I. PURPOSEThere has been an ever increasing emphasis on scientific research and development in this country, and, in fact, in every major country of the world. The race for atomic supremacy has placed a premium on the ability to advance technologically at a rate faster than ever before. What can be accomplished with a concentration of resources was clearly demonstrated in the Manhattan District Project of World War II.
