Since the dawn of civilization, a struggle for power has dominated the national and international scene. States and governments use power to achieve their objectives - the maintenance of order, the administration of justice, and defense against aggression. Power, in itself, is neither good nor bad. It is ethically neutral and becomes good or bad only as it is used for noble or evil ends. The relative power of states depends not alone on military force, but on such equally important factors as extent of territory, size of population, supply or lack of raw materials, gross national productivity, effective social integration, political stability and national spirit.
