A Factor Analysis of the Navy Position-Classification Point-Rating Plan

In 1908 teh CHicago Civil Service Commission began a program for classifying positions on the basis of duties and responsibilities in such a way as to bring together all those that were sufficiently similar to make it practicable to give them the same treatment. From the efforts of the Chicago Commission emerged the concept of "classes of positions, " and the approach taht became standard in public jurisdictions.
