A Discriminative Critique and Promulgation of Public Relations in Public Service

When former President Harry S. Truman came through Washington on one of his infrequent visits to the Nation's Capital in 1961, the writer attended his press conference. The ebullient septuagenarian was asked, "Do you have any suggestions on how to improve newspaper reporting and public relations?" He won a big laugh when he replied, "Anything you do will be an improvement, so go to work." With a broad grin, he strode out of the room amid laughter and applause and outstretched hands. This thesis embraces the premise that improvements are necessary in the field of public relations by public service organizations. Objective of the thesis is to establish responsibilities of public service in the field of public relations; and to promulgate the requirements, responsibilities and ethics of professionally-practiced public relations in public service.
