An attempt is made in this study to analyze and evaluate the character and degree of leadership portrayed by Franklin D. Roosevelt in the conduct of foreign relations, during the period covered. The study was undertaken as a possible means of determining just why, how, and by whom, the foreign policy of the united States is initiated and controlled, but more particularly the part Mr. Roosevelt has played in the process.
