Ever since the “War on Terror” began nearly a decade ago, the US government has been navigating complex legal terrain in its efforts to detain and prosecute terrorists and suspected terrorists. While facilities like Guantanamo Bay have received attention from the general public, there are two facilities within the US that house and strictly control the communications of inmates the Bureau of Prisons believe pose potential terrorist or communication threats. The facilities, first beginning in 2006, are called Communication Management Units, or CMUs.
